Targa Telematics tops Europe fleet market, bets on AI
Targa Telematics has been ranked as the largest vendor in Europe's fleet management solutions market for a third consecutive year, according to research firm Berg Insight.
Berg Insight estimates the company had an active installed base of about 900,000 connected vehicles at the end of 2024. The ranking appears in the latest edition of its Fleet Management in Europe report, now in its twentieth edition.
The report forecasts continued expansion across the region. Berg Insight expects the number of fleet management systems in active use in Europe to rise from 18.1 million in 2024 to 30.5 million by 2029, with market penetration reaching 42.8% over the same period.
Fleet management has become a focal point for transport operators, leasing and rental firms, and large corporates running mixed vehicle estates. Demand is growing for tools that consolidate vehicle location, utilisation, maintenance status, driver behaviour, and compliance data. Operators are also under pressure to reduce downtime and tighten control of costs and safety outcomes.
Platform approach
Targa Telematics has centred its product strategy on a digital platform that integrates data from multiple sources. It describes the platform as scalable, open, and hardware-agnostic, meaning it can ingest information from proprietary devices, third-party hardware, and vehicle manufacturers.
This approach addresses a common challenge for fleet operators and mobility providers running multi-brand, multi-model fleets. Many organisations also operate across multiple countries and inherit different telematics set-ups through acquisitions. A platform that pulls data from different devices and original equipment manufacturers can reduce the need to replace existing hardware in a single, fleet-wide programme.
Berg Insight also cited Targa Telematics' acquisition of Viasat Group as a factor in its growth. The company said the deal strengthened its international footprint and lifted its connected assets worldwide to more than 4 million.
Targa Telematics operates across several European markets, including Italy, England, France, Spain, Portugal, Belgium, Poland, and Romania. It also has a presence in Chile and says it supports international projects with local teams.
Operational focus
Buyers typically look for measurable operational outcomes, such as fewer vehicle off-road events, better maintenance planning, and improved duty-of-care oversight for drivers. Telematics data is also used to inform vehicle replacement cycles, validate mileage and usage patterns, and manage utilisation across pool vehicles.
Targa Telematics says its fleet management products can reduce operational inefficiencies, improve driver and vehicle safety, optimise costs, and support data-driven decision-making. It also says its tools convert fleet data into "actionable insights" for managers.
Agentic AI
Alongside the market ranking, Targa Telematics says it is integrating Agentic AI models into its platform, positioning the move as a shift beyond analytics toward AI that plays a more active role in operational decisions.
Agentic AI commonly refers to systems that can identify issues, propose next steps, and trigger actions based on defined rules and objectives. In fleet operations, that can relate to maintenance risk, anomalous vehicle behaviour, or deviations from expected utilisation patterns. Deployment depends on data quality, governance, and how much autonomy an operator is willing to allow in workflows.
The company says the models are designed to anticipate potential issues and suggest actions that streamline fleet operations, enabling a shift from reactive management to a more proactive and automated approach.
Targa Telematics has not set out a timeline for rollout across its customer base or detailed which use cases will be prioritised first. Wider adoption of AI-driven workflow tools in fleet management has raised questions around accountability, the auditability of recommendations, and how AI outputs integrate with existing safety and compliance processes.
Berg Insight's growth forecast suggests competition in European fleet management will remain active as more vehicles come online and more organisations standardise connected operations. Targa Telematics says it will continue developing its platform and incorporating Agentic AI models as part of its product roadmap.
