Xanadu to open Toronto photonics plant with CAD $195m

Toronto-based Xanadu Quantum Technologies will establish an advanced photonics research, development and manufacturing facility in the district of Etobicoke, backed by CAD $195 million in federal funding.

The 158,000-square-foot site, named Inception, will focus on the manufacturing, packaging and assembly of quantum computing components. It will also house Xanadu's Systems Integration and Operation Centre, where quantum modules are assembled, tested and verified before installation into server racks.

The investment marks a significant expansion for the Canadian quantum computing group, which specialises in photonic systems that use light rather than superconducting materials or trapped ions. The Government of Canada is providing CAD $195 million through the Strategic Response Fund.

The facility is being developed to support production of photonic hardware for fault-tolerant quantum computing, a goal widely seen as essential if quantum machines are to move beyond experimental uses into broader commercial deployment. The site is being converted into a specialised photonics facility with cleanrooms and equipment designed for precision hardware work.

Xanadu said Inception will feature round-the-clock test and measurement operations and heterogeneous integration, a process used to combine different photonic components on a single chip. The company said this is important for building scalable systems.

The facility will also incorporate tooling from industry suppliers including ASMPT, Bluefors, DISCO, EVG, FiconTEC and MPI. Those relationships reflect the mix of semiconductor, cryogenic and photonics equipment needed to take quantum hardware from component manufacturing to system assembly.

Founded in 2016, Xanadu develops both hardware and software for quantum computing. Its software includes PennyLane, an open-source quantum computing platform, while its hardware program focuses on room-temperature photonic systems.

The company is listed on the Toronto Stock Exchange and the NASDAQ in March 2026. It has positioned photonics as a route to scaling quantum machines by using light-based components that can be integrated into chip-based designs.

Quantum computing companies globally are racing to solve a series of technical and manufacturing challenges, including error correction, device reliability and repeatable large-scale production. Building dedicated facilities is becoming an important part of that effort as companies seek to move from laboratory prototypes to more standardised manufacturing processes.

For Xanadu, the Toronto site represents a step beyond research and towards industrialising its hardware platform. By combining development, fabrication support, testing and systems integration in one location, the company said it is seeking tighter control over the chain from chip-level components to assembled quantum modules.
